Students cry for teachers
ITANAGAR, Jul 19: All Tirap District Students5 Union (ATDSU) has expressed strong resentment over the non posting of sufficient teachers of various schools in Tirap district despite assurances.
While drawing attention of the Education Department towards the problem faced by the students of Govt. Hr. Sec. School, Khonsa due to shortage of teachers, ATDSU appealed for early posting of English and Economics teachers in the school.
The students’ union in a release informed that a memorandum was submitted to the DDSE in March 2015 highlighting urgency of posting teachers. But, in spite of that no teacher has been posted yet which is adversely affecting the academic studies of the students.
Further, the Geography teacher in the school is also retiring soon which will add more problems to the students after his retirement, the students union said, and appealed to the higher authorities of the Education Department to look into the matter seriously.
BJP demand emergency health service
ITANAGAR, Jul 19: BJP in the state has expressed serious concern over the absence of Stroke surveillance centre in the state Capital. It called on the state government to provide life saving emergency medical facilities.
The party said that even for minor diagnosis, people of the state have to rush to neighbouring Assam and far off health institutes even though Arunachal Pradesh got full pledges statehood way back in 1987.
It questioned why even after decades, the state lacks such health facilities.
Mass plantation marks Vanmahotsav celebration
ITANAGAR, Jul 19: Former Minister DK Thongdok led others in a plantation drive conducted by Rupa Forest Range as part of the 66th Vanmahotsav celebration at Rupa on July 18.
He planted sapling of Jacaranda mimosifolia at Siddharth Park where over 400 saplings were planted on the day.
The Vanmahotsav celebration at Rupa was earlier inaugurated by Dr. Shashi Kumar, PCCF and Principal Secretary in presence of RK Singh, CCF, WAC and PRI members and public of Rupa at Chilipam monastery on June 17.
Briefing the participants, the former minister, highlighted the importance of trees in maintaining a healthy environment. He advised the NSS members of GHSS, Rupa, to take part in plantation programme in future and also plant trees around their home and in the colonies.
Range Forest Officer, Rupa, Yachang Kani informed that seedlings will be provided free of cost for plantation and suggested all to collect them from Rupa Forest Range.

Seva Bharati organises Yoga camp at Bomdila
ITANAGAR, Jul 19: Seva Bharati conducted a Yoga camp of 11 days at Bomdila in two sessions from July 8 at Multi Sports Complex, Bomdila.
Various Yoga Asanas (posture) like Pranayam, Surya Namaskar and breathing exercises were demonstrated by Yoga experts and trainer Dhananjay Chutia.
Patients suffering from blood pressure, diabetes were trained on Special Yoga asanas for remedy and recovery. The participants shared their experiences like losing weight, feeling calm and relax, recovering from body pain etc.
Taking part in the camp, Deputy Commissioner AK Singh encouraged everyone to practice Yoga for their own benefit and make it a habit.
Everester Anshu Jamsenpa said that Yoga is the most effective way to keep oneself physically fit, healthy and mentally sound and strong.
AMASA President Tsering Wange while sharing his experience said that after doing Yoga, he feels his body light and remain fresh for the whole day.

Union seeks senior teachers
ITANAGAR, Jul 19: Longding District Students’Union (LDSU) today demanded the authority concerned to post senior teachers in the district claiming that many schools in the districts are running without teachers particularly senior teachers. In a press statement, LDSU stated that despite repeated pleas to the authorities of education department there is no sign of improvement. The union demanded for senior teachers at Wakka and Pongchau government school saying these schools are deprived of senior teachers.

Rapid response teams for Dengue
PASIGHAT, Jul 19: With around two hundred confirmed cases of dengue being reported in the district till date, the East Siang Deputy Commissioner Nidhi Srivastava on Friday directed officials to set up rapid response teams and intensify preventive measures while working on the curative aspect.
The DC along with ADC Deepak Shinde visited the General Hospital and interacted with the dengue patients. They also visited the Dengue prone Saw Mill area also.
Later she held a consultative meeting with district health officials in the General Hospital conference hall to discuss rapid action for control of Dengue and other communicable diseases.
It was attended by the ADC Deepak Shinde, DMO Dr. M Perme, Medical Superintendent Dr. Y R Darang, Senior Microbiologist Dr. B Apum, DRCHO Dr. T. Gao, Medicine Specialists Dr. T Tali and Dr. J Gibi, Paediatrician Dr. K Tatin and PMC AE Yami Techi.

Government also announced a provision of Rs 30.00 Crore for the Health Insurance Scheme. There was growing fear about fate of this hugely popular populist scheme due to financial crunch. “Most of the schemes announced by government are enjoyed by only influential people and by the workers or relatives of MLAs. Also some schemes are misappropriated by government officials. But this health insurance is one scheme which really benefits people at grassroots and therefore it is good to hear that government is sincere about continuing it”, said Tarh Tagin, a resident of Yazali. Another budget announcement which has been given Thumbs Up is decision to give grant of Rs.100000 for clearing the Preliminary exams and an additional Rs.50000 on clearing Mains exams of the UPSC to the aspiring candidates. The student communities in particularly civil service aspirants have welcomed this announcement. “This is a very innovative budget proposal. Very few Arunachalees manage to clear the UPSC exam and one of the reasons cited for it is due to lack of money to fund the whole examination process. Hopefully this announcement will encourage civil service aspirants. But this should not just remain as a simple budget announcement and government should ensure that it is implemented in true spirit”, said Tobom Dai, a prominent student leader of Pasighat.
For a state like Arunachal Pradesh, the most important aspect is proper development of road, hospital and educational institutions. In the budget, Rs.10 crore has been kept for establishment of Arunachal State University at Pasighat, Rs.25.00 Crores for repair of Govt Schools, Hostels and Teacher’s quarters, Rs.5.00 Crore for procurement of School furniture, 65 posts of Specialists doctors to be filled up this year, Rs.30.00 Crore allocated for reconstruction of all district roads, which are not covered under the CC road projects, Rs.2.00 Crore earmarked for survey and investigation of roads to unconnected administrative centres etc.
Academicians have welcomed the move of state government to promote Arunachal University, Pasighat. “Allocation of Rs. 10 crores for the upcoming state university at Pasighat is a sensible decision. It would go a long way in arresting commercialisation of higher education in the state”, commented Dr Nani Bath.
Even though budget has tried to touch all the three major aspects but still many believe that more could have been done. “More effort should be put to revive the ailing health and road sector. The current monsoon has thoroughly exposed the poor road infrastructure in the state. Budget should have presented a long term solution to deal with road infrastructure issue. Nevertheless, decision to keep Rs 30 crore for road maintenance of all district roads is welcomed,” said Pakmik Taipodia, a student leader from Likabali under West Siang district.
In recent years farmers from Arunachal have won laurels at national level with their output. Especially in the horticulture sector, the state has made tremendous progress. In the budget, the government has given focus on it and has kept provision of Rs15.00 Crore for providing self employment to unemployed youths. Schemes are being launched for cultivation of Large Cardamom and dryer for large Cardamom, Ginger, orange and other spices in the foothill districts and Medicinal Plants, Apples etc in the high altitude districts. However a section of Arunachalees feel that the government has neglected an important sector by not keeping any budget provision to promote indigenous culture and tradition. “No announcement has been made to promote our indigenous tribal sports. It’s good to support modern sport but we also need to promote our traditional sports. Also government has not initiated any step to safeguard the dying tribal dialects. Hindi and English are fast eroding our tribal dialects. If urgent steps are not taken within the next few decades, tribal dialect will vanish,” says Sunil Mow, a well known Human Rights lawyer and resident of Dibang Valley district.
While the budget looks promising, people will keep a close eye to see whether it is properly implemented or not at the ground level. “We have worked hard for the last 2 months to prepare the budget. Now it is duty of all the government officials especially those posted at districts to ensure that all budget announcements are properly implemented at ground level”, said a senior government official. This statement very much sums up the mood of the people of state, as past experience tells us, ‘In Arunachal announcement is one thing and implementation is another different thing’.
IRBN found dead under mysterious circumstances

ITANAGAR, Jul 19: An IRBN jawan identified as Nabam Rigam was reportedly found dead under mysterious circumstances at Police Training Centre (PTC) Banderdewa today. Police sources from PTC informed this daily that the incident occurred between 2:30 to 3:00 am this morning when the colleagues of the deceased reported the incident to an officer.

According to PTC Principal, T. Ringu, the incident was reported by the colleagues of the deceased who were on line duty in the barrack. He added that the jawan was found unconscious with injury marks on the eyebrow and other body parts. He was rushed to the State Hospital Naharlagun where he succumbed to his injuries.
A case of unnatural death has been registered with Banderdewa Police Station and the matter is under investigation, informed police. Meanwhile, All Sagalee Employees' Forum (ASEF) led by its President Nabam Kiron Hina, Vice President Dr. Techi Rekhi visited the PTC Banderdewa to inquire about the sudden and untimely unnatural death of serving IRBN Late Nabam Rigang. ATA suggests creation of engineering wing under education department
ITANAGAR, Jul 19: The Arunachal Teachers’ Association (ATA) has suggested that engineering wing be created under education department in the state. It has written to the chief minister in this regard.
Since the inception of Education Department in our State, many schools, colleges, allied buildings and infrastructures of Education Department have been constructed in the way of Deposit Work System awarded to executing agencies like PWD, RWD etc. But, by doing so, many untold hurdles had to be confronted by the department in terms of either inordinate delay in completion of work or works that are half done.
There is lack of proper internal and external electrifications and water supply connections, furniture in whatever schools, colleges, allied buildings and infrastructures of Education Department which have been constructed by the executing agencies like PWD, RWD etc., violation of specification revised estimate beyond the scope or exorbitant cost escalation as practiced by the executing agencies. Although sufficient fund are being placed by the department of Education to the executing agency yet there is no control over the pace and quality of the work by the landing department and thus remain a silent spectator only.
It said that having its own engineering wing will be an advantage as the implementation of the projects can be directly monitored by the department.
Utilization of fund against the projects will be regulated properly and transparently and assets/infrastructure created will be maintained properly, its letter to the CM added.

Inner line permit and changing needs

Inner line permit (ILP) was introduced by the British which makes it obligatory for Indian citizens to obtain permit for entering into a protected state. Currently Mizoram, Nagaland and Arunachal Pradesh have this system implemented. The pros and cons of the system can be stressed in this argument.
Pros: The system is best appreciated in terms of preservation of culture, tradition, and customs of the indigenous population of a state. And which also prohibits the outsider’s to buy property in the state. In field of jobs, business and election, it secures the local people and evades competition with inflowing outsiders.
