Students cry for teachers

ITANAGAR, Jul 19: All Tirap District Students5 Union (ATDSU) has expressed strong resentment over the non posting of sufficient teachers of various schools in Tirap district despite assurances.

While drawing attention of the Education Department towards the problem faced by the students of Govt. Hr. Sec. School, Khonsa due to shortage of teachers, ATDSU appealed for early posting of English and Economics teachers in the school.

The students’ union in a release informed that a memorandum was submitted to the DDSE in March 2015 highlighting urgency of posting teachers. But, in spite of that no teacher has been posted yet which is adversely affecting the academic studies of the students.

Further, the Geography teacher in the school is also retiring soon which will add more problems to the students after his retirement, the students union said, and appealed to the higher authorities of the Education Department to look into the matter seriously.

 

BJP demand emergency health service

ITANAGAR, Jul 19: BJP in the state has expressed serious concern over the absence of Stroke surveillance centre in the state Capital. It called on the state government to provide life saving emergency medical facilities.  

The party said that even for minor diagnosis, people of the state have to rush to neighbouring Assam and far off health institutes even though Arunachal Pradesh got full pledges statehood way back in 1987.

It questioned why even after decades, the state lacks such health facilities.

 

Mass plantation marks Vanmahotsav celebration

ITANAGAR, Jul 19: Former Minister DK Thongdok led others in a plantation drive conducted by Rupa Forest Range as part of the 66th Vanmahotsav celebration at Rupa on July 18.

He planted sapling of Jacaranda mimosifolia at Siddharth Park where over 400 saplings were planted on the day.

The Vanmahotsav celebration at Rupa was earlier inaugurated by Dr. Shashi Kumar, PCCF and Principal Secretary in presence of RK Singh, CCF, WAC and PRI members and public of Rupa at Chilipam monastery on June 17.

Briefing the participants, the former minister, highlighted the importance of trees in maintaining a healthy environment. He advised the NSS members of GHSS, Rupa, to take part in plantation programme in future and also plant trees around their home and in the colonies.

Range Forest Officer, Rupa, Yachang Kani informed that seedlings will be provided free of cost for plantation and suggested all to collect them from Rupa Forest Range.

RW Wangja, Chairperson, Rupa Anchal Samiti, Rinchin Thongdok, Chairman Monitoring committee TVC, TD Khrimey, Secretary, Thupen Village Council, NSS members of GHSS, Rupa, RD Mosobi, ASCO, Foresters and villagers joined the plantation programme.

Later, in the day, the staff of Shergaon Forest Range also planted avenue trees along OKSRT road which was attended by Sange Tashi Thongdok, ZPM Rupa Shergaon, Dr Rubu Tabyo, Circle Officer Shergaon besides the PRI members of Jigaon.

Mossang outlines the contribution of Gorkha community in nation building

ITANAGAR, Jul 19: Minister for Food & Civil Supplies, Geology & Mining etc, Kamlung Mossang outlined the contribution of Gorkha community in various fields of nation building process and as brave soldiers defending the borders. He was addressing the 201st birth anniversary of Nepali Poet Bhanu Bhakta Acharya organised by Arunachal Pradesh Gorkha Youth Welfare Association (APGYWA) supported by SP Memorial Siksha Niketan Samity (NGO) Delhi at Siddhartha Hall, here today.  

Recalling Bhanu Bhakta’s contribution towards Nepali literature, Mossang urged all to follow the ideals of the great scholar, writer and poet.

He also said about his close association with the people of Gorkha community settled in different villages under Miao Assembly Community of Changlang district which he represents.

MLA cum Chairman APB & OCWWB Nyamar Karbak highlighted the contribution of Gorkha community in the preservation of Indian culture and traditions.

Itanagar Market Welfare Association (IMWA) president Yumlam Achung called upon the Gorkha community residing in Arunachal Pradesh maintain peace, harmony and brotherhood among the people of the state. Saying that teachings of legendary Bhanu are still a uniting force for the Gorkhas, he advised the gathering not to fight in the name of caste, creed and community.

AAPSU Spokesperson Tanya Agu also spoke on the occasion and said that AAPSU will always stand behind and extend support to Gorkha youths in all developmental matters.

Invited guests from Sikkim, Delhi, and cultural troupes from different parts of the state and Assam took part in the function.

Seva Bharati organises Yoga camp at Bomdila

ITANAGAR, Jul 19: Seva Bharati conducted a Yoga camp of 11 days at Bomdila in two sessions from July 8 at Multi Sports Complex, Bomdila.

Various Yoga Asanas (posture) like Pranayam, Surya Namaskar and breathing exercises were demonstrated by Yoga experts and trainer Dhananjay Chutia.  

Patients suffering from blood pressure, diabetes were trained on Special Yoga asanas for remedy and recovery. The participants shared their experiences like losing weight, feeling calm and relax, recovering from body pain etc.

Taking part in the camp, Deputy Commissioner AK Singh encouraged everyone to practice Yoga for their own benefit and make it a habit.

Everester Anshu Jamsenpa said that Yoga is the most effective way to keep oneself physically fit, healthy and mentally sound and strong.

AMASA President Tsering Wange while sharing his experience said that after doing Yoga, he feels his body light and remain fresh for the whole day.

Seva Bharati District President Lobsang Genchen and Secretary Tashi Tsering had taken efforts to make the Yoga Varga successful.

 

Repairing of Barapani road demanded

ITANAGAR, Jul 19: Claiming that many accidents are occurring at Barapani area in Naharlagun due to bad road condition, the Barapani Social Service Forum (BSSF) has demanded for repairing the road from NH52A to Govt ME School.

In its memorandum to the executive engineer, it has also demanded construction of a RCC protection wall at the entry point of Barapani sector road.

 

Workshop on Sickle cell anemia test held

ITANAGAR, Jul 19: The district level workshop cum training on Sickle Cell test and Sickle Cell Trait was conducted at DMO office Koloriang on July 14 last. The medical officers, laboratory technicians, ASHA facilitators, ICDS supervisors, Gram Sevikas, ANMs, RFWs and other para-medical staffs of Kurung Kumey district were trained to conduct school level survey for sickle cell test and trait.

During the workshop, DMO Dr Higio Tama spoke on Sickle cell anemia and its impact. He further directed all the trainees to complete the survey within last week of August for onward submission in the state level.

DRCHO Kurung Kumey Dr Nani Tanya and DSO (IDSP) cum District Coordinator Sickle Cell Test and Sickle Trait programme DR Boni Tuluk also spoke in the workshop.

 

Union seeks senior teachers

ITANAGAR, Jul 19: Longding District Students’Union (LDSU) today demanded the authority concerned to post senior teachers in the district claiming that many schools in the districts are running without teachers particularly senior teachers. In a press statement, LDSU stated that despite repeated pleas to the authorities of education department there is no sign of improvement. The union demanded for senior teachers at Wakka and Pongchau government school saying these schools are deprived of senior teachers.

ITANAGAR, Jul 19: Hill Queen Education Institute (HQEI), Ziro conducted its first departmental seminar of the session 2015-16 on topic, “Rise of Jainism and Buddhism” at the school auditorium yesterday.

Papers on “Jainism” by Duyu Kampu of class XII (Arts, “Early Life & Teaching of Gautama Buddha” by Koj Tatung of Class XII (Arts) and “Branches of Buddhism and its spread and decline” by Tasso Dadung were submitted during the seminar.

Principal Habung Pilya explaining the importance of the seminar opined that these kinds of seminars are helpful to the student in their higher studies.

The programme was attended by all the students of the institute.

Rapid response teams for Dengue

PASIGHAT, Jul 19: With around two hundred confirmed cases of dengue being reported in the district till date, the East Siang Deputy Commissioner Nidhi Srivastava on Friday directed officials to set up rapid response teams and intensify preventive measures while working on the curative aspect.

The DC along with ADC Deepak Shinde visited the General Hospital and interacted with the dengue patients. They also visited the Dengue prone Saw Mill area also.

Later she held a consultative meeting with district health officials in the General Hospital conference hall to discuss rapid action for control of Dengue and other communicable diseases.

It was attended by the ADC Deepak Shinde, DMO Dr. M Perme, Medical Superintendent Dr. Y R Darang, Senior Microbiologist Dr. B Apum, DRCHO Dr. T. Gao, Medicine Specialists Dr. T Tali and Dr. J Gibi, Paediatrician Dr. K Tatin and PMC AE Yami Techi.

Directing the officials not to turn away any patient with symptoms of the disease, Srivastava said Dengue Fever is rearing its ugly head again in the district with new cases of infections.

In her message, the DC stated that control over Dengue could never be achieved without active participation of the community.

Taking serious note on the increasing dengue cases, Srivastava said, to understand it, we need to comprehend and keep pace with the changing epidemiology of Dengue, especially the multiple ecological factors that influence its spread.

There was lack of awareness in the community and people must work with health authorities in preventing the spread of the disease. She directed the health officials to carryout anti-larval work, source reduction exercise, fogging on regular basis.

The ASHAs and the medical workers will carry out house to house survey with the help of Councillors and PRI leaders.

An executive order would be soon issued from her administration for effective and sustainable prevention and control of Dengue, the DC further assured.

She requested to intensify the ‘Swachh Bharat Mission’ in the township and urged the experts to carry out extensive research on advanced and prompt clinical tests to provide safe, efficacious and affordable treatment to the patients.

Populist Universal Health Insurance gets people’s approval

ITANAGAR, Jul 19: As the state assembly gears up to discuss Arunachal budget 2015-16 presented on the floor of the assembly by Chief Minister Nabam Tuki last Wednesday, this daily spoke to citizens from various walks of life and tried to get their views on the budget. There seems to be mixed reactions with sections of people describing this year’s budget as a step towards better future, while others alleging that it failed to touch few core sectors.

“Given the atmosphere of financial crunch and not-so-friendly central government, the budget proposal looks reasonably good. It however brings with it an atmosphere of uncertainty when one looks from the prism of a political analyst.

“There is no budgetary allocation for implementation of the recommendations of 7th Pay Commission. With less than six months to go for the D-day, there is uneasy calmness within the government establishments. In run up to the last Assembly elections, the Congress party had promised for in toto implementation of the recommendations,” says Dr Nani Bath, a well known political analyst and Professor of Political Science, Rajiv Gandhi University.

Of the entire budget announcement, the decision to increase Health Cover under Arunachal Pradesh Chief Ministers Universal Health Insurance from present Rs 2.00 Lakhs to Rs 3.00 Lakhs has touched chords with the people of the state. Government also announced a provision of Rs 30.00 Crore for the Health Insurance Scheme. There was growing fear about fate of this hugely popular populist scheme due to financial crunch. “Most of the schemes announced by government are enjoyed by only influential people and by the workers or relatives of MLAs. Also some schemes are misappropriated by government officials. But this health insurance is one scheme which really benefits people at grassroots and therefore it is good to hear that government is sincere about continuing it”, said Tarh Tagin, a resident of Yazali. Another budget announcement which has been given Thumbs Up is decision to give grant of Rs.100000 for clearing the Preliminary exams and an additional Rs.50000 on clearing Mains exams of the UPSC to the aspiring candidates. The student communities in particularly civil service aspirants have welcomed this announcement. “This is a very innovative budget proposal. Very few Arunachalees manage to clear the UPSC exam and one of the reasons cited for it is due to lack of money to fund the whole examination process. Hopefully this announcement will encourage civil service aspirants. But this should not just remain as a simple budget announcement and government should ensure that it is implemented in true spirit”, said Tobom Dai, a prominent student leader of Pasighat.

For a state like Arunachal Pradesh, the most important aspect is proper development of road, hospital and educational institutions. In the budget, Rs.10 crore has been kept for establishment of Arunachal State University at Pasighat, Rs.25.00 Crores for repair of Govt Schools, Hostels and Teacher’s quarters, Rs.5.00 Crore for procurement of School furniture, 65 posts of Specialists doctors to be filled up this year, Rs.30.00 Crore allocated for reconstruction of all district roads, which are not covered under the CC road projects, Rs.2.00 Crore earmarked for survey and investigation of roads to unconnected administrative centres etc.

Academicians have welcomed the move of state government to promote Arunachal University, Pasighat.  “Allocation of Rs. 10 crores for the upcoming state university at Pasighat is a sensible decision. It would go a long way in arresting commercialisation of higher education in the state”, commented Dr Nani Bath.   

Even though budget has tried to touch all the three major aspects but still many believe that more could have been done. “More effort should be put to revive the ailing health and road sector. The current monsoon has thoroughly exposed the poor road infrastructure in the state. Budget should have presented a long term solution to deal with road infrastructure issue. Nevertheless, decision to keep Rs 30 crore for road maintenance of all district roads is welcomed,” said Pakmik Taipodia, a student leader from Likabali under West Siang district.

In recent years farmers from Arunachal have won laurels at national level with their output. Especially in the horticulture sector, the state has made tremendous progress. In the budget, the government has given focus on it and has kept provision of Rs15.00 Crore for providing self employment to unemployed youths. Schemes are being launched for cultivation of Large Cardamom and dryer for large Cardamom, Ginger, orange and other spices in the foothill districts and Medicinal Plants, Apples etc in the high altitude districts. However a section of Arunachalees feel that the government has neglected an important sector by not keeping any budget provision to promote indigenous culture and tradition. “No announcement has been made to promote our indigenous tribal sports. It’s good to support modern sport but we also need to promote our traditional sports. Also government has not initiated any step to safeguard the dying tribal dialects. Hindi and English are fast eroding our tribal dialects. If urgent steps are not taken within the next few decades, tribal dialect will vanish,” says Sunil Mow, a well known Human Rights lawyer and resident of Dibang Valley district.

While the budget looks promising, people will keep a close eye to see whether it is properly implemented or not at the ground level. “We have worked hard for the last 2 months to prepare the budget. Now it is duty of all the government officials especially those posted at districts to ensure that all budget announcements are properly implemented at ground level”, said a senior government official. This statement very much sums up the mood of the people of state, as past experience tells us, ‘In Arunachal announcement is one thing and implementation is another different thing’.

 

 

IRBN found dead under mysterious circumstances

ITANAGAR, Jul 19: An IRBN jawan identified as Nabam Rigam was reportedly found dead under mysterious circumstances at Police Training Centre (PTC) Banderdewa today. Police sources from PTC informed this daily that the incident occurred between 2:30 to 3:00 am this morning when the colleagues of the deceased reported the incident to an officer.

Late Rigam, son of Nabam Tadap a permanent resident of Silsango Circle of Sagalee Sub-Division of Papum Pare district was inducted into 5th IRBN posted at Pasighat and was currently undergoing Intensive Refresher Course (IRC) at PTC.

According to PTC Principal, T. Ringu, the incident was reported by the colleagues of the deceased who were on line duty in the barrack. He added that the jawan was found unconscious with injury marks on the eyebrow and other body parts. He was rushed to the State Hospital Naharlagun where he succumbed to his injuries.

A case of unnatural death has been registered with Banderdewa Police Station and the matter is under investigation, informed police. Meanwhile, All Sagalee Employees' Forum (ASEF) led by its President Nabam Kiron Hina, Vice President Dr. Techi Rekhi visited the PTC Banderdewa to inquire about the sudden and untimely unnatural death of serving IRBN Late Nabam Rigang. The Forum has deeply condoled the demise of the IRBN jawan and urged the authority concerned for unearthing the truth which led to his death.

 

 

Attempt at affordable housing after UD scheme debacle

ITANAGAR, 19: The Arunachal Pradesh government has proposed to park Rs 25 crores as corpus fund under the Arunachal Pradesh Housing Board (APHB) with the aim of providing affordable houses in every district. Though the formation of the APHB was passed in the last legislative assembly, there was no significant activity in the board. The corpus fund is expected to infuse life into it. In fact, chief minister Nabam Tuki while proposing the Rs 25-crore fund in his budget presentation made his intention clear: to control the rapidly growing urban mess.

Along with haphazard mushrooming of colonies, poor town planning is a major problem in the districts. A government official here said if the fund is used correctly the housing project will discourage illegal encroachment on government as well as private properties. The project will initially be launched in the Capital Complex. “Lack of private players and public sectors engaged in housing, along with the absence of institutional mechanism, are the main reasons behind the coming up of haphazard colonies,” said another official. As it appears, the GoAP’s ‘bold and novel initiative’ will definitely benefit the people – particularly middle-class families hoping to own concrete houses at affordable rates. But will the project turn out to be another dream that cannot be fulfilled? Will it become another ‘hollow promise’? In 2009, the Urban Development & Housing department had advertised a similar scheme and boasted of providing well-planned houses with amenities such as parking lots, children’s parks, schools and markets. Many families had then booked their ‘dream house’ and altogether deposited a collection of more than Rs 3 crores. “It has been so many years but we are yet to be refunded,” said one of the applicants who had deposited Rs 4.20 lakhs as advance booking payment for a 2 BHK house. When contacted, housing director Techi Gubin informed that the Isvakoo Private Ltd, which was given the task of constructing the houses, has been asked to return the payments made in advance.

The firm has only partly constructed a Type V (4 BHK) house in Pagatara, Jully, around 5 kms from Itanagar. Nobody knows what caused it to pack up abruptly.  

For ensuring that this novel initiative of the state government and more particularly CM Nabam Tuki’s vision to materialise, the state machinery has to be more realistic and firm in its approach. Or else it will see the same fate which our people witnessed in the past.

 

 

State mourns Marto Kamdak’s passing

ITANAGAR, Jul 19: The Governor of Arunachal Pradesh JP Rajkhowa has led the people of the state in paying its respect to Marto Kamdak, the very versatile multi-lingual singer.

In his condolence message to Late Kamdak’s wife Karnya Basar Kamdak, the Governor said that Late Kamdak was an accomplished vocalist and multi-talented, who enthralled audiences with his songs in various indigenous languages, including Assamese. In his death, the State has lost one of its most talented artists. However, Late Kamdak's legacy will live on through the many songs he sang.

MP Kiren Rijiju in a condolence message to the wife of the Late Kamdak said that he was saddened by the death of the singer.

“His death is tragic not only on account of his young age but also on account of having been a great social and cultural sheet-anchor of the Arunachalees. His melodious renderings of songs had been acting as a binder and glue for the entire Arunachal at cultural and linguistic level”, he said. Bharatiya Janata Party, Arunachal Pradesh has expressed deep shock at the passing of the singer. The state has lost one of its time tested prominent cultural icon who was a symbol of pan Arunachal in an ethnically diverse state.

The path sown by such a legendary personality would always inspire the younger generations, he said.

Nationalist Congress Party (NCP) has also mourned the death of the singer. He will be always remembered for his melodious songs in numerous languages of the state, read a party message.

Arunachal Pradesh Congress Seva Dal said that with the passing of Kamdak, a huge vacuum has been left. Though he is not physically with us his presence will always be felt by the numerous songs he left behind, read a message.

Indigenous Faith and Cultural Society of Arunachal Pradesh has also expressed sadness on the death of the legendary singer. It termed his dead as an irreparable loss.

Kage Ao Welfare Society and Galo Indigenous faith and Cultural Council said that though he may not be with us physically his melodious voice will remain with us forever.

Ori Welfare Society (OWS) has said that Kamdak was not only symbol of our rich culture but an asset to our state.

Heche Welfare Society has also mourned the untimely demise of the late singer. His death has created a vacuum in the society as he had contributed a lot to the society especially during unification of Heche clans settled across the state and he will always be remembered for his contributions, the message added.

The Adi-Galo Indigenous Culture and Training Forum has condoled the demise of legendary singer Marto Kamdak. The forum termed late Kamdak as an innovative singer and expressed hope that his work will continue to inspire coming generations.

The Popi Sarmin Society has also condoled the demise of singer Marto Kamdak.

In a release, it recalled many songs sung by the singer in Apatani dialect referring to him as a versatile singer and a true legend in the field of music and songs and asset for the state.

He will always be remembered in the heart of every Apatani through his melodious voice, it said.

The Meder Nello Council while also mourning the demise said that his premature death is a great loss to the state and has created a big void in the field of songs and music.

The Kargu Gamgi Management Committee also has condoled the demise.

The Adi Baane Kebang has also mourned the demise of Marto Kamdak. He had closely associated in numerous Adi songs since his college days. His demise is an irreparable loss for people of the state, added an ABK message.

 

 

ATA suggests creation of engineering wing under education department

ITANAGAR, Jul 19: The Arunachal Teachers’ Association (ATA) has suggested that engineering wing be created under education department in the state. It has written to the chief minister in this regard.

Since the inception of Education Department in our State, many schools, colleges, allied buildings and infrastructures of Education Department have been constructed in the way of Deposit Work System awarded to executing agencies like PWD, RWD etc. But, by doing so, many untold hurdles had to be confronted by the department in terms of either inordinate delay in completion of work or works that are half done.

There is lack of proper internal and external electrifications and water supply connections, furniture in whatever schools, colleges, allied buildings and infrastructures of Education Department which have been constructed by the executing agencies like PWD, RWD etc., violation of specification revised estimate beyond the scope or exorbitant cost escalation as practiced by the executing agencies. Although sufficient fund are being placed by the department of Education to the executing agency yet there is no control over the pace and quality of the work by the landing department and thus remain a silent spectator only.

It said that having its own engineering wing will be an advantage as the implementation of the projects can be directly monitored by the department.

Utilization of fund against the projects will be regulated properly and transparently and assets/infrastructure created will be maintained properly, its letter to the CM added.

 

 

Gichik Chichi wins 3rd NAEJ Cosplay Con-2015

ITANAGAR, Jul 19: Gichik Chichi emerged as the winner of Northeast Anime Junkies Cosplay Con III-2015 organised by the Running Primates in Association with Northeast Anime Junkies here at Solung-Mopin ground Itanagar on Saturday. Jenny Pinggam and Lokam Hera bagged the runners up and best costume titles respectively.

Altogether 18 cosplayers participated in the event which was basically organised to create awareness among the youths on drugs and its ill effects. The winner of the 3rd NAEJ Cosplay Con-2015 will be given a free five days trip to Pattaya in Bangkok.

Costume play or Cosplay in short is a hobby in which participants wear costumes and fashion accessories to represent a specific character or idea that is usually identified with a unique name. Cosplayers often interact to create a sub-culture centered on role play. A broader use of the term Cosplay applies to any costume role play in venues apart from the stage, regardless of the cultural context.

Favorite sources include manga, anime, comic books, video games and films. Any entity from the real or virtual world that lends itself to dramatic interpretation may be taken up as a subject.

Inanimate objects are given anthropomorphic forms and it is not unusual to see genders switched, with women playing male roles and vice versa. There is also a subset of cosplay culture centered on sex appeal, with cosplayers specifically choosing characters that are known for their attractiveness and revealing costumes.

 

 

China says its role vital in appointing Dalai Lama’s successor

BEIJING, Jul 19: Hardening its stance on the appointment of the Dalai Lama's successor, China today said it played a "vital role" in the succession as it had officially conferred the title of the 5th Dalai Lama in 1653. "The 14th Dalai Lama has been talking about his reincarnation as though the centuries-old system is his personal matter," state-run Xinhua news agency said in a commentary questioning the Tibetan's high priest's assertions about his successor.

In a recent interview with the New York Times, the Dalai Lama hinted he would hold some kind of referendum among Tibetan exiles, and consultations among Tibetans within China, on whether a new Dalai Lama should succeed him.

The 80-year-old monk told the daily that "the Chinese Communist Party is pretending that they know more about the reincarnation system than Dalai Lama."

The commentary in Xinhua said: "The authority of the central government has always been important in the reincarnation process. Historical precedents have clearly shown the central government's vital role in the process."

"The title 'Dalai Lama' itself, which can be loosely rendered as 'ocean of wisdom,' was officially conferred on the 5th Dalai Lama by the central Chinese government in 1653.

"Since then, all confirmations of the Dalai Lama have required approval by the central Chinese government, which has deemed the process an important issue concerning sovereignty and national security," it said.

"For the past nearly 500 years, the Gelug sect has used a consistent reincarnation process. It is through this procedure that the 14th (present) Dalai Lama himself became head monk of the Gelug, or 'Yellow Hat' school of Tibetan Buddhism," it said.

As the Dalai Lama is ageing in his exile, China has been asserting it has the main role in appointing his successor in order to firm up its hold on the Tibetan Buddhism's highest spiritual and political forces.

Tibetan's revere the Dalai Lama as the living Buddha. But China regards him as a separatist.

The Chinese have ruled Tibet with an iron fist since Communist troops took over the region in 1950.

Nine years later, the Dalai Lama fled into exile in India after an abortive uprising against the Chinese rule. Of late, Chinese-appointed Panchen Lama, 25-year-old Bainqen Erdini Gyaincain Norbu, is trying to establish himself in the Himalayan region with the backing of the establishment.

Many Tibetans spurn the Panchen Lama.

The commentary said, historically, the Dalai Lama is just part of a succession system which strictly follows set religious rituals and historical conventions.

Tibetan Buddhism holds that the soul of a senior lama is reincarnated in the body of a child upon his death.

To decide who is the next Dalai Lama, it takes more than just the words of the incumbent Dalai Lama, it said.

A quick history lesson on the system would reveal that succession also hinges on other historically set processes, including a search for the new incarnation and recognition by the central government, it said.

Another important process in deciding the successor is identification through a lottery, in which names of competing candidates are written on folded slips of paper placed in a golden urn granted by the central government to decide who is the lucky one, it said.

"There are exceptions to the lottery. China's central government officially exempted the selection of the 9th, 13th, and 14th Dalai Lamas from use of the golden urn," it said. PTI

It’s time Arunachaleestart paying property tax

The All Arunachal Contractor’s Welfare Association (AACWA) appeal to the state govt. seeking imposition of property tax in the state is a right step and will help state in the long run. AACWA yesterday urged state Govt to introduce Property Tax in the budget proposal of the ensuing Legislative Assembly session. The appeal made by association is intriguing and state government should seriously ponder over it. Besides helping in garnering more revenue, the introduction of property tax will check accumulation of unaccounted wealth in the state.

Over the years, Arunachal has become hub to park unaccounted money. Many non-APST businessmen and politicians with the help of their local friends use Arunachal to avoid paying taxes.  Even though this illegal practice is known to everyone but so far no step has been taken by authority concern to curb it. Also it is time people of Arunachal contribute in nation building by paying property as well as income taxes. Unless citizen contributes their bit for the development of nation, they lose moral right to question government.  The collection of property tax will give additional revenues to Arunachal government and will help to reduce too much dependency on central government.

Tribute to the Kurung and Kumey Rivers

Dear Editor,

Of late tourism related festivals have came to be organized in the state some of which has turned out to be really a huge success in terms of tourist attractions, showcasing of dynamic insight into the whole range of fashioning of this land & people & comforts provided by the hosts. Successful organization of Mahotsava at Tawang & Dirang, Siang River Basin festivals, Menchuka alias Mechuka tourism festival, Panyor river festival & the latest one Kameng river festival at Bhalukpong in addition to annual Parasuram Kund Mela is suggestive of needing more such festivals in this land of nature’s own treasurer house. While Mahotsava at Tawang & Menchuka festival in West Siang sends strong messages to China about the territorial integrity of this part of our great nation, other river basin festivals are a tribute & glorification to our snow- fed & other fame rivers that have sculpted out mountain ranges & meandered down to our land of which our myths & legends, ballads & lore, marvellous cultural, religious & antiquities are stewed in them.

The Apatani, the Nyishi, the Puroik & Tagin myths immortalised  “Supung/Pui” as to their earliest settlement place. It’s closely linked with the upper basins of Siang river.

The Kurung & Kumey rivers-main tributaries of Subansiri are sacredly glorified with the folk literatures of several tribal communities including the Apatanis & the Nyishis. The present general secretary of Apatani Cultural & Literary Society has once beautifully narrated a line from his community’s sayings at Panyor river festival which goes, “Panyu pabu lo gaai apung kataju, par pabu lo sanggi apung kataju” (Panyor river festival Yazali 21. 11. 2014)... its equivalent rendering in English is “Let’s see gaai flowers at Panyu river valley, let’s see sanggi flowers at Par river valleys.” Sanggi & gaai are season flower bearing trees as well harbingers of agricultural seasons. It’s not merely a folkloric but is reflective of people’s love for unspoilt exotic biodiversity. He further suggested that since Kurung & Kumey Rivers find mentions in the narrations of origin & migrations of various communities as also in their folk literatures, a river festival within the vicinity or banks of these two rivers should be organized with supports from tribes which myths & legends are closely linked with these ancient rivers. It’s a very healthy idea. I would add that such arrangements would not only be a tribute to these two famed rivers but would also explore the amazing range of flora & fauna, the rich tribal heritage villages & the intriguing traditions of primeval lifestyles hidden in these regions.

Considering the merits of forgoing facts, I implore upon all the stakeholders including authorities concern to kindly organize a nature -cum-cultural related tourism festival within the periphery of these rivers preferably with  its initial venue at Parsi-Parlo, a place of historical fame with scattered Neolithic sites in Kurung Kumey district which is well connected by motorable road, or if at all not possible at it for obvious facts, it may be organized for once, somewhere at confluence of these two rivers in & around Tamen  under Raga circle of Lower Subansiri district to which effect moral & physical supports could be elicited from nearby community people like Apatanis, Galos, Nyishis, Sulungs & Tagins. The authorities need to make a serious thoughts over it if this good government has some positive plans & policies for promotion of tourism in the state, conservation of exotic biodiversities & preservation of rich heritages of its land & people.

Inner line permit and changing needs

Inner line permit (ILP) was introduced by the British which makes it obligatory for Indian citizens to obtain permit for entering into a protected state. Currently Mizoram, Nagaland and Arunachal Pradesh have this system implemented. The pros and cons of the system can be stressed in this argument.

 Pros: The system is best appreciated in terms of preservation of culture, tradition, and customs of the indigenous population of a state. And which also prohibits the outsider’s to buy property in the state. In field of jobs, business and election, it secures the local people and evades competition with inflowing outsiders. 

Cons: On the other side of the picture one cannot deny the valid cons.  The very first argument against ILP is that what if all the states in India start demanding the same? As India is a multi-ethnic country this case is most probable. The people of other states too will start demanding the same on the lines of preserving their culture and tradition. The scene then will become like “countries within a country” where the ILP will play the role of a Visa which would obviously hinder national integration. About 50% of the students from north-eastern states go for their higher studies to elsewhere in India. Wouldn’t this be a problem for students?   The fact can’t be denied that northeastern states in comparison to the rest of the Indian states lack labour and trained professionals. The system won’t provide any help on this. The very reason for the demand for ILP by Meghalaya and Manipur is the issue of immigration both domestic and international. The problem of illegal migrants can be tackled by centre increasing the security in the borders.

  All in all, why can’t there be any other alternative?

 An introduction of a new system which won’t make Indian citizens to obtain permission to enter into a state within its own country. But however will include explicit scrutiny of the foreigners. This new system should however very precisely include provisions that would prohibit the non-indigenous people from acquiring property in any north-eastern states as the north-eastern people are more attached to their ancestors land.  This system will indeed be more helpful than the existing ILP system.

We are living in a big world.  Thinking small can be the reason for your own damage.
